Restore your backup, and try again.
Did you also remove all related folders for POwerAdmin (not just database entries)?
Didn't it uninstall correctly through the extension manager in Joomla 3.10?
It seems to be trying to check for updates. JSN of course is out of business, which would explain the lack of an update server for Joomla to check for updates. I would think you can delete the JoomlaShine update server from the update servers list. Perhaps this should have been done, in hindsight before you updated. Same thing with the template you purchased from Joomforest.
Can you run the FPA report and post the results, that will give a better idea what is causing the trouble, but it seems definitely "jf_simone" template (JoomlForest) and PowerAdmin2 (JoomlaShine) are starting points.
